United
States and Japan align cargo security programs
Japan and the United States signed a mutual
recognition agreement to align the security standards of its
international trade partnership programs.
Customs agencies in the two countries will recognize the
status of both the United States’ Customs-Trade Partnership
Against Terrorism (C-TPAT) and Japan’s Partners Authorized
Economic Operators program.
Under the agreement, companies complying with security
criteria will receive expedited Customs clearance and fewer
inspections at the border. The arrangement is expected to
save money for both countries by reducing the number of
supply chain security validations each Customs
administration has to conduct.
Hiroshi Fujioka, Director General of Japan Customs and
Tariff Bureau, and U.S. Customs & Border Protection Acting
Commissioner Jayson P. Ahern signed the agreement at a ceremony in Brussels,
during the World Customs Organization’s annual meeting. The
United States already signed such pacts with Canada, Jordan
and New Zealand.

Cargo security programs will help improve business processes
and streamline international trade transactions, but they do
not protect against loss or litigation. Companies still must
