Truck e-Manifest regulation – Alaska implementation

E-Manifests will be required at all Alaska land border ports on Feb. 11, 2008, completing the mandatory e-Manifest implementation at all 99 land border ports in 15 states.

Receiving manifest information electronically allows U.S. Customs and Border Protection (CBP) to check information prior to a truck’s arrival, saving time at the border. An e-Manifest contains trip, conveyance, equipment, crew, passenger and shipment information.

CBP must obtain the e-Manifest at least one hour prior to the carrier reaching the first U.S. port of arrival. For the first 60 days, CBP will provide informed compliance notices to drivers not meeting the regulation. During the next implementation phase, planned to start April 11, CBP will deny entry to any carrier not attempting to submit an
e-Manifest. After May 11, an e-Manifest must be submitted successfully to obtain entry. Carriers not attempting to submit an
e-Manifest will be fined $5,000 for the first offense and $10,000 for additional offenses.

Once e-Manifest regulation compliance is substantial, CBP will work on enforcing specific elements of the e-Manifest including: submission timeframe, data accuracy and manifest completeness.
