TWIC program delays

Implementation of the Transportation Worker Identification Credential (TWIC) program was scheduled to start at the Wilmington, Del. port facilities during the first week of April, but is experiencing delays.

Transportation Security Administration (TSA) officials blamed the setback on the agency’s need to adopt and test new standards before fully executing the program. The delay is about 60 days.

The TWIC program requires 770,000 maritime and port employees at 3,500 facilities and on 5,300 vessels to carry a card with identifiable data. Workers are expected to pay $137 for the card and a background check. Final rules for the cards were published in January 2006.

According to the U.S. Government Accountability Office, the TWIC program received more than $79 million from taxpayers. A 2006 port security law requires the TWIC program to begin at 10 high-risk sea ports by July 1.

The delay will cause additional ports to follow suit. Virginia Port Authority officials also put the start of the program for their port on hold.
