Reenactment of SSRS

Implementing more of the 9/11 Commission’s suggestions, the signing of the H.R. 1 by President Bush will also reinstate the Single State Registration System (SSRS).

The SSRS collects registration fees from for-hire carriers and redistributes them to the 38 participating states. Reinstating the SSRS will provide states with necessary revenue to implement safety programs and commercial vehicle enforcement.

The Unified Carrier Registration System (UCRS) was supposed to replace the SSRS on January 1, 2007. The new legislation will require the Federal Motor Carrier Safety Administration (FMCSA) to establish final regulations for the UCRS. The new system will collect fees from private and exempt carriers, brokers, freight forwarders and leasing companies.

If the UCRS is finalized before the end of the year, fleets could face fees from both systems. Although the SSRS will be repealed when the UCRS is finalized, states will have already collected fees from the SSRS. States may collect a second round of fees from the UCRS. The Unified Carrier Registration board has until September 1, 2007 to get the program into effect; otherwise states will utilize the SSRS to collect fees.

The SSRS will be repealed no later than January 1, 2008.
