C-TPAT for Truckers

In 2001, U.S. Customs and Border Protection (CBP) developed the Customs-Trade Partnership Against Terrorism (C-TPAT) to enhance supply chain security across our country’s borders. C-TPAT is a voluntary program available to highway, rail and sea carriers, foreign manufacturers and importers. Belonging to C-TPAT provides benefits to members that could include fewer inspections and less time waiting at the border, allowing companies to stay on schedule. Only loads containing 100 percent cargo from C-TPAT members will qualify for benefits such as fewer inspections and priority processing. However, it is important to understand that all companies belonging to C-TPAT will benefit from following the C-TPAT requirements. Benefits all companies should receive include reduction in theft, greater supply-chain integrity, improved process flows and an increase in marketability. The effectiveness of C-TPAT relies on participation. Therefore, membership of all companies involved in the supply-chain, large and small, is pertinent to the success of this program.

To join, a company must apply and pass the security requirements. For the following security topics written procedures must be enforced.

  • Business Partners
  • Conveyances
  • Physical Access Controls
  • Personnel Security
  • Procedural Security
  • Physical Security
  • Security Training and Threat Awareness
  • Information and Technology Security
